The implementation of UVAR measure(s) in a city is regarded as type of change that affects multiple fields of action, stakeholders, departments etc. at the same time. It is a systemic transition and therefore needs to be managed well in order to reach a sustainable implementation and operation. In ReVeAL, transitions are described over four transition areas: Governance & Financing, User Needs & Acceptance, Mobility Services and System Design/Technology. The maturity level of the implementation is defined by the UVAR phase; the transition from one phase to the other is governed by the UVAR gate conditions.
